I started by cutting out a heart shape from a piece of card stock.
After that I cut my tissue paper into small squares. You can do whatever size or colors you want, mine were about 4" x 4." Then I trimmed the corners off the tissue paper squares to make the edges round.
Next I just crumpled each piece of tissue paper then hot glued it to my heart stencil. I started around the edges then made my way toward the center and that seemed to work well.
Then I attached my heart to an empty frame, put some decorative paper behind it and hung it on the wall. See how simple that was? I think I completed the whole project in thirty minutes...just enough time for my baby's nap.
